Perhaps
emphasising the politics: Only the mesothelioma provisions apply
to Scotland and Northern Ireland. The point about Standard of Care
is I think accepted as being the law anyway in Scotland, and it
was I believe not competent for Westminster to deal with that for
Scotland. The fact that Claims companies are not to be regulated
except in England and Wales, may say something about the penetration
of these being minimal in Scotland, or there may be some Scottish
agenda. I don't know about Northern Ireland.
