Here is the judgment of the Supreme Court of Canada in Holland v. Saskatchewan dealing with government liability in negligence, breach of statutory duty and failure to implement a judicial decree.

As with other recent SCC decisions in the tort law area (Resurfice, Mustapha) it's brief and unanimous.
